Stellaris' patch 3.9 is a product of the Custodian initiative, whose establishment saw the grand strategy game's development team split into two.
Stellaris Patch 3.9 Release Date
One half focuses on paid expansion content, while another hacks away at ensuing free patches release every 3 months or so.
This is useful when trying to determine the update's release date, even before Paradox announces it. The Gemini update went live in the first half of May 2023.
We currently expect update 3.9 to arrive at some point in fall 2023 and the developer has confirmed that to be the case.

This longer wait comes as a result of Paradox usually winding down for the summer, as employees go on holiday.
In terms of content, we can expect additional "changes to leader traits and some of the mechanics surrounding them," alongside other tweaks and additions that will likely be detailed over the coming months.
